The 2.2Ghz and 2.4Ghz are numbers that refer to the speed of the computer's internal clock.
This means, higher the value, the faster your computer will run. This means, 2.4Ghz will run faster than 2.2Ghz.
However, keep in mind a few things before you decide on buying a processor. The difference in speed between a 2.2 and 2.4Ghz is very minimal. It is not worth the extra money (about $50 extra).
As far as daily functioning and even gaming goes, 2.2Ghz should be more than enough.
Remember, the speed of your computer is not decided by the processor alone.

Depends on what their Clock Speed Is, Clock Speed Is measured in GHz, the higher the number the better the processor. For Instance an Intel Core 2 Duo could have a clock speed of 2.00 GHz and that would be better than a AMD Turion Clock speed of 1.73 GHz.
Ubisoft suggests a MINIMUM of an Athlon 64 X2 2.4 GHz (a 4600). Recommended is an X2 6000+ or better. Time to upgrade your CPU.
