You need a higher level of defence to wear barrows. Therefore, I think Barrows is better.

Dharoks legs have better defence bonuses but they degrade like other barrows, dragon legs are slightly worse defence. However, dragon legs are at a low now (only like 600k) so this would be the time to buy and even if you don't want them forever, sell them once the price rises again. Get good use out of them for the time being and once they are 800k+, sell if you don't like...Merching is good $ as well. Gl.
The best armor in runescape?
I don't know what the best armor is. The most expensive would be a full third age set. My favorite is a full dragon with dragon full helm, dragon boots, worn-out dragon gauntlets, oynox ring and neacklace or on of the full barrows sets. I really don't think there is a "best".
