It depends. If you are an internet person and like to search the web lots and likes games, then go for the iPad mini because of the 7.9" screen, it is the perfect feel for tilting games, etc. But, if you like music and want to have a quick pull-out device, the iPod 5th gen should do good as well. But for the internet business, iPad mini has the good size while the iPod you've got to zoom in alot because of the 4" screen.
Personally I would go with the iPad Mini if I had to choose.
