Photoshop Elements is Photoshop but with less features, so Photoshop is better but it is professional level software. For home use or to get started Photoshop Elements is OK.
There is only one Photoshop. There is a Photoshop Elements which is a scaled down version of Photoshop. There's a companion to Photoshop called Lightroom. Many of my friends like Lightroom but I've used it so little I can't comment intelligently for a beginner. You may want to check prices before you ask further. Photoshop and Lightroom are expensive. If you only want to enhance photographs Light room may be the better of the two for you. Photoshop also does graphic design and does preproduction preparation for printing like for magazines or books. Photoshop Elements is more reasonable. If you don't expect to get serious about photography and just want to improve snapshots Elements will likely do good enough for you and it's the cheapest choice.
That question is kind of hard to understand, but I'm assuming you mean which version of Photoshop is the best. That depends on what you want to do with Photoshop. Basically the newest version Adobe Photoshop cs5 is the best one because it's the newest and it's got the most options
Creative Suites 4 has great filters that help with drawing and an advanced pentool feature which helps with in Photoshop sketches
In Photoshop you can easily go back, change what is drawn, recolor drawing, keep elements on separate layers and hide them, delete at any time ...
You can always use Picasa or Adobe Photoshop Elements to better manage and edit your photos.
PS 7 is one of the older versions of Photoshop, before Adobe's merger with Macromedia. Photoshop CS4 is the current version of Photoshop (soon to be replaced with CS5 this summer). While the two have the same developer and history, CS4 is a much more advanced version of the program. Tasks that required separate programs or plugins (mini-programs that you can buy that run within PS) with PS 7 are now standard in CS4.

For "basic" graphic design any version of photoshop after 5.5 is adequate. Each version of photoshop has ways of making work faster, more effecient, and able to work better with new technology. Most of the advanced features of the later CS versions are beyond the needs of basic users though they can be nice. I am a self employed designer, photographer and artist and i just "downgraded" this year to Photoshop Elements after using all versions of Photoshop since 5.5. Even in this cut down version its possible to do anything the full version can, its often just not as fast or effieint. I like the simple freindly interface and low cost of Elements. And its smaller size makes it work faster and more reliably. Its also super easy to learn for those I have to teach.
Adobe Photoshop is better for editing photos, naturally. Adobe Fireworks is better for graphic design such as logos.
No but they colaborate. Photoshop have more features but Lightroom have better cappabilities for photographers.
