In earlier days, a cursor had been a lot slower. Hence any seasoned database programmer may opt NOT to write queries with cursors. I also encountered some writing complex queries with temp tables and lots of joins to avoid using of cursors.
The actual answer to the question depends on:
- You must to run the queries to compare them. Not all the cases are the same. You may have cursor version running faster this time, but the next similar query/problem, the sub-queries version runs faster
- If the differences are not significant, or the query is not that critical in execution usage, choose the one easier to understand and maintain by your team. Sometimes, this is more important than a "faster" query.
