God did not ask Jesus and Satan to present plans. God presented the plan, and asked who would act as Savior. Satan said he would, and would force all mankind to return to live with God. Jesus said that if he were chosen, all people could choose their fate.
This concept, and the fact that it was God the Father, not Jesus or Satan, that presented the plan, is understood by even little children in Mormonism, who sing a common children's hymn which can be found at the "Related Links" below. It is more deeply explaned in the Pearl of Great Price, in Abraham chapter 3.
Anyone who believes that God is the creator and Father of all things (Malachi 2:10; Ephesians 4:6) must also believe that Jesus, Satan, and all of mankind are brothers - we all have the same Father. If Satan was not created by God, that infers that there must be another being which is able to create, which is simply an un-Biblical concept.

No. This completely goes against the most basic basic concept in Mormonism, which says that there is an absolute truth and God desires His children to seek after it. Mormonism strongly rejects the idea that truth is subjective.
