In most cases, a co-broker works with the listing brokerage to help sell the property. The co-broker (or selling broker as they are commonly referred) will usually bring the buyer, and the listing broker will work the seller to help complete the transaction. The listing broker will split the commission with the co-broker for providing the buyer. This enables real estate firms to sell each other's listings, thus enabling many more transactions to take place, making it easier and faster to find buyers for properties. It also enables buyers to only be required to work with one agent at one company instead of having to find an agent at each company.

A broker is an insurance agent who sells insurance from many different companies, not just one particular one. They work for themselves or an independent firm, not the insurance company. This is refered to as a broker and a brokerage firm or agency. What you are refering to as an agency is the sales force of a specific insurance company. They are most always limited to selling just that companies products, and not any one elses. Or they are paid commisions in a way that they only want to sell for that particular company. A broker is usually your best bet, but make sure that they are selling products from A rated companies. And if you have specific companies you are interested in ask them for quotes from them. If they cant give you a quote ask why not, 99% of life and health insurance companies allow brokers to sell their products. and about 95% of property and casualty companies allow brokers to sell their products. So if a broker says they cant give you a quote from a company be sure they have a good logical response as to why not. If not it is probably because they get a lower commission from that company.
A regulated broker is a broker that is listed in one or more of the regulatory bodies. A regulated broker is obligated to obey the restrictions and the limitations that are enforced by the regulatory body.

THE BUYER OF THE HOUSE PAYS EARNEST MONEY. NO MATTER WHO'S RESPONSIBILITY IT IS FOR GETTING IT THE ONE WHO PAYS DOESN'T CHANGE NO MATTER WHAT HAPPENS
An Insurance Broker has a duty of care to the client to secure the best deal on the market by 'broking' the insurance requirement out to all insurance companies who will accept the risk. An Agent of an Insurance Company works only for the Insurance Company concerned and thus the client will get a quote from only the insurance company the Agent represents .

The circumstances vary by state and standard real estate contract. Most standard contracts have a clause that allows the buyers to get out of the contract if they do not qualify for a mortgage, or if there is a cost to repair over a certain amount. Some contracts allow the buyer a limited amount of time to perform all of their inspections and if they decide the house has too many problems they are allowed to not purchase the property and have their earnest money returned. The real estate commission in your particular state should be able to answer this definitively. If the buyer arbitrarily decides to not purchase the home due to buyer's remorse you may be able to keep the earnest money deposit. Normally the deposit is held by the listing broker, who is not allowed to disburse it until both parties agree or a court adjudicates who is entitled to the deposit. In other words, the listing broker may not decide his seller is in the right and just give him the deposit.
