I think there all pretty much the same size. If you look around the whole town there's plently of space for houses and Sims, don't worry - you'll never run out of room!

You can only change the weather if you have 'the sims 2 seasons'. You change the season in the neighborhood in the corner to the left (up).

I think you use 'Custom Content' button on the sims 2 neighborhood. I am not entirely sure but i think this is how you do it. Source my own game.
i prefer the sims 3 because you can go into the neighborhood without annoying loading screens, and you can customize everything!! and make it just how you want it. the sims 3 is a ton of fun.

you can exit the household and go into neighborhood view, then load the household again. or you could always restart your game. try checking if your computer meets all of the sims 2 system requirements.
When your sims move out they go to the family bar in the neighborhood screen
