By sky let's say you mean the ambient air in the lowest part of the atmosphere. In this case sometimes the ground is warmer, especially during the day and sometimes the ambient air is warmer, especially at night. It's a seasonal thing too. I we assume, by the sky you mean the upper part of the atmosphere called the upper troposphere then typically the ground is warmer.
