License plate identification is meant to assist the state as well as those in the police force to identify the owner of a particular vehicle. If you were pulled over, for example, your license plate would be recorded in order to keep a record of your driving habits.
The meaning of a "vanity" license plate generally has whatever meaning the owner intended it to have. Often these are intended to be funny, or relate to a point of personal interest, or be a puzzle of sorts. My favorite "puzzle" license plate was this one; "ML8ML8". To the best of my knowledge they are only unlawful if they are tinted or discolored to the point where they change the basic color(s) of the original license plate or obscure the plate in some fashion so that it cannot be read. The best thing to do in order to be certain is to contact your local PD or DMV office and ask.

No. At one point (during the 80's and 90's) you needed two if you had a personalized plate, and prior to 1982 you also needed two- not currently, though.
