This question has long been answered by Paper 92 of the Urantia Papers. In particular, the first Urantia Book did not exist when the words of 92:4.4 were written:
"There have been many events of religious revelation but only five of epochal significance":
1. The Dalamatian teachings. (early humans)
2. The Edenic teachings. (Adam and Eve)
3. Melchizedek of Salem.
4. Jesus of Nazareth. (Christ Michael)
5. The Urantia Papers.
So, Urantia Book can only be "the human compilation of the Urantia Papers into book format." Seemingly, an insignificant point unless in the future the Book becomes sacred to some readers, since as "Papers" that sacredness is not easily assigned (and perhaps why the revelators chose "Papers" for 92:4.4 knowing that "Book" would be the first published format).
Prior to the 1990s, before the Internet's worldwide impact on culture and commerce, "Urantia Book" referred to a published compilation of the Urantia Papers, the fifth epochal revelation to our planet (Urantia). As a printed book (first published in 1955 with a hard cover), the Urantia Book contains a Table of Contents, the Foreword, all 196 Papers, and an Index. Currently on the Internet, "Urantia Book" may refer to an exact electronic reproduction of a printed edition with its page and paragraph numbering or it may refer to alternate presentations of the Papers. These presentations of displayed or downloadable text may be identified as the "Urantia Book, Urantia Papers, Book of Urantia" or by other names which do not always include the term "Urantia". Since the English text of the Urantia Book is in the public domain, some of the Papers (or selected paragraphs of the Papers) now appear on web pages as a subset of the total set of 196 Papers. The majority of these web pages identify the Urantia Book (or Urantia Papers) as the source of the material. However, some web pages neither identify the source nor provide links to other sites which maintain the complete set of Papers. Also, paraphrased and/or abridged versions of the Papers have been published as printed books or are available online, some not including the word "Urantia" in their titles. Because the individual Papers often refer to other parts of this revelation, the fifth "Urantia Blessing" received by mankind, a home library (or computer) should maintain a complete set of the Papers for reference. Variable text search, point & click indexing from a Table of Contents and an A-Z Index are becoming popular new features of some digital editions of the Urantia Papers. In Urantia Book study groups where participants use different media to read the Papers, page numbering is losing importance since electronic books, laptop and tablet computers often provide user-selected display options. But the standardized Paper:Section.paragraph numbering of current editions of the Papers facilitates easy synchronization for all study group participants. Also, current editions of the Papers include most text corrections recommended by the joint Fellowship/Foundation Standardized Reference Text committee. However, some of the more recent text changes may not be present in much earlier versions of the printed and online Urantia Papers. In summary, "Urantia Book" refers to the human compilation of the material received as our planet's fifth epochal revelation: the Urantia Papers. A Urantia Book always includes a Table of Contents and alphabetized Index; some editions also include a Topical Index. A Urantia Book may be a printed book with a hard or soft cover or it may be a digital file which is displayed online or can be downloaded; the Urantia Papers currently appear as a digital file only, displayed online or downloadable. A concept derived from the story of Melchizedek in the Urantia Book: About 4000 years ago, this priest of Salem declared "I am Melchizedek, priest of El Elyon, the Most High, the one and only God" (93:2.1). A decade later, Melchizedek sent an invitation to Abraham, saying "Come to Salem, where you shall hear our teachings of the truth of the eternal Creator" (93:5.5). "And this preacher of a supernal God never ceased to proclaim this God of love. 'I dwell in the high and holy place, also with him who is of contrite and humble spirit.' And once again did the fear-destroying gospel of Melchizedek shine forth for the blessing of mankind" (97:7.12). In the spirit of Melchizedek, our planet's third epochal revelation, this "Urantia Blessing" has again appeared with the arrival of our fifth epochal revelation, the Urantia Papers. The Papers were received in the early decades of the 20th century then compiled later to create the Urantia Book, first published in 1955. This new concept of "the Urantia Blessing" (theUB) includes all five epochal revelations as described in the Urantia Papers: "There have been many events of religious revelation but only five of epochal significance" (92:4.4). These five epochal revelations begin with the Dalamatian teachings (early humans) and are followed consecutively by the Edenic teachings (Adam and Eve), Melchizedek of Salem, Jesus of Nazareth and the Urantia Papers. The "book of the urantia" has also been expressed as the "Book of Urantia", but neither expression is the published title (since first publication in 1955): the Urantia Book. The "book of the apocrypha", at least in association with the Urantia Book, is not a published book and refers more to the loose collection of writings and notes (a collection not necessarily identified in its entirety) created during the reception of the Urantia Papers in the early 20th century and their later compilation into the Urantia Book. Incidentally, "apocrypha" often refers to secret or hidden writings, so how would such writings be evaluated by most truth seekers? Whether or not such a Urantia apocrypha has value - relative to the purpose and message of this revelation - might be determined in later decades. For the interim, this apocrypha is only assumed to exist as a formal collection, is mostly controversial, and is usually ignored by long-time students of the Papers. Since the entirety of the apocrypha still needs to be identified, ascertaining its truth is the challenge for later generations. As for the Book, which reveals our planet's existence amongst many other inhabited planets in an intelligent, spiritual universe of unfathomable size, its message of the brotherhood of man and fatherhood of a universal creator is key - if this is believed to be true, one can easily find truth in the Papers. The Foreword page of the online Urantia Blessing site identifies Acknowledgments by the authors/sponsors of the Papers and lists those authors/sponsors by their universe title. The Acknowledgements provide a good starting point for determining whether or not an epochal revelation (the fifth to our planet) has been received. It's actually about a lot of stuff from cosmology, religion, philosophy, Jesus (his whole life), science, theology, etc... The Urantia Papers, published since 1955 as the Urantia Book, is our planet's "fifth epochal revelation", the recent of five Urantia blessings*. The origin and meaning of life and the fact of the spiritual brotherhood of man are topics of special interest to most new readers. *Paper 92 - The Later Evolution of Religion Section 4. Really, it just depends on what you choose to believe in ... This question is similar to another Wiki.Answers question: "Is the urantia true or false?" However, "real or fake?" is easier to answer: Real - this 2000+ page book has existed since 1955 (now, two publishers*) and has been read by thousands of people worldwide who believe that this revelatory text is true. The complete answer to this related question: "The urantia" usually refers to the Urantia Papers, published since 1955 as the Urantia Book. This "fifth epochal revelation", the recent of five Urantia Blessings to our planet, presents 2097 pages of revelatory text that is sometimes controversial in comparison to historical religious books. But corroboration of some of this text by human sources is often possible. This "Gift of Revelation" section of Paper 92 helps explain the mystery: Paper 92 - The Later Evolution of Religion Section 4. The Gift of Revelation "Revelation is evolutionary but always progressive. Down through the ages of a world's history, the revelations of religion are ever-expanding and successively more enlightening. It is the mission of revelation to sort and censor the successive religions of evolution. But if revelation is to exalt and upstep the religions of evolution, then must such divine visitations portray teachings which are not too far removed from the thought and reactions of the age in which they are presented. Thus must and does revelation always keep in touch with evolution. Always must the religion of revelation be limited by man's capacity of receptivity." The authorship of the Urantia Book is unknown and remains a topic of debate and speculation.
The various super-human authors of the Urantia Book (the English text is now in the public domain) are named in "The Titles of the 196 Papers" in the front of the Book which may be freely perused, searched and downloaded online. Some of the details on when and how this "fifth epochal revelation" to our planet, Urantia, was indited into the English language are contained in the text of the Urantia Book. These Urantia Papers, a "composite presentation by many beings" (92:4.9), were received and compiled into the Urantia Book in the early 20th century by a small contact group of humans, led by Dr. William Sadler and his wife, Dr. Lena Sadler. No one in this group ever revealed any significant details about this process and they were never able to observe how the early handwritten material was made to appear on paper. Several books (authored by humans) were published in later decades, attempting to elaborate on the missing details but verification of any "evidence" is difficult for this reason: the celestial overseers of the project did not permit the contact group to share any significant information. And the group was required to eliminate physical evidence of this revelatory birth (extending for several decades) before the Book was first published. However, this fifth epochal "Urantia Blessing" itself identifies at least 18 universe titles and 5 personal names of non-human beings (celestial personalities) who either authored or sponsored the 196 Papers and the introductory Foreword: Archangel, Brilliant Evening Star, Chief of Archangels, Chief of Evening Stars, Chief of Midwayers, Chief of Seraphim, Divine Counselor, Life Carrier, Machiventa Melchizedek, Malavatia Melchizedek, Manovandet Melchizedek, Mantutia Melchizedek, Melchizedek, Midwayer Commission, Mighty Messenger, One High in Authority, One Without Name and Number, Perfector of Wisdom, Secondary Lanonandek, Solitary Messenger, Solonia, Universal Censor, Vorondadek Son. Who compiled the Urantia Papers into book format and which organization first published it in 1955 is known - who actually authored the Papers is unknown (according to human standards of such evidence). These revelatory Papers acknowledge that the celestial contributors were required by higher universe authorities to "give preference to the highest existing human concepts"(0:12:11). Recently, one dedicated researcher has assembled convincing evidence of the sources of many of these edited and/or paraphrased human concepts that were included in the Papers. For many truth seekers, after reading certain Sections of this revelation, the answer to the question becomes obvious: no human could have authored that text! Also, the Papers were analyzed years later and discovered to contain noticeably different writing styles. Whether human or celestial, the "composite presentation by many beings" is confirmed. The revelatory quality of this presentation can be determined only by the reader. See also on wiki.answers: "Who are the celestial authors of the Urantia Papers?" The Urantia Book (the complete collection of 196 Urantia Papers, first published in 1955) does not mention "Galactic Federation" and uses the term "galactic" only 4 times. The closest UB association with "galactic" (but only by the term) is "Galactic system of Orvonton", one of the seven superuniverses of time and space (planet earth is part of this superuniverse). The term "federation(s)" is also used only 4 times. The closest UB association with "federation" (again, by term only) is in Paper 72 of the UB which discusses "the most advanced human race living on a not far-distant planet" (not planet earth). Although the Urantia Papers are the Fifth Epochal Revelation to our planet (the "Son of Man", 2000 years ago, was the Fourth), these do not not reveal interplanetary associations of human civilizations.
