Yes. In fact this is fairly common. For example, using in the same web page a client scripting language such as JavaScript and a Server Scripting Language, such as ASP.NET or PHP.
PHP is a server side scripting language. PHP is used to develop web applications which has interaction between the Web Application and the Users. PHP developers write the programs (Server side scripting) to develop these web applications. The developed programs acts as an intermediary between the users and the web servers and database. For example when you purchase something online, say a book from amazon.com or ebay.com the order creation, online payments for the orders and upto the delivery of the items, all these transactions are done through the server side scripting languages called PHP. And PHP developers develop this type of websites and applications. Note: The websites given - amazon.com and ebay.com may use a different Server Side Scripting languages than PHP and just for a example and user reference it is given above.

There is no real difference; a scripting language is a programming language like any other. We use the term script to infer a programming language that does not need to be compiled to a lower-level code before running. Generally speaking, a scripting language is usually a high-level, interpreted programming language.
The word "language" in Arabic is (لغة) logha. As for the actual method of writing in Arabic, Arabic is a language with an alphabet. It is written from right to left by scripting the letters together.
Server-base language mean code you write will be processed on server instead of client, ex: when you request a page from server (a php page) it will be first processed on server then server will send you result of codes.. it means you won't see php codes on the page only result of it.
ASP.NET is not a programming language. However to come back to your question, you can use a label control to write the description. I prefer to use HTML file rather than an ASPX file for such requirements.
Homework question, this is a long answer.
HTML is not a programming language in true sense. Though you can: write codes using HTML tags, use other scripting languages, etc to design a web page
The W3C write the standards for writing web-pages. Web Pages on a user side are always Client-Side and HTML is a Client Side scripting language hence most of their standards are based around HTML and other client-side scripting.
