There was an attempt in Congress in 1968 to combine the federal holiday of Washington's Birthday with Lincoln's birthday (which was not a federal holiday) into a holiday to be called Presidents' Day, but that attempt never made it out of committee. The only thing which happened was the observance of Washington's Birthday was changed to the third Monday in February and the name officially remains Washington's Birthday.
