188dB re what though? The 1µPa used in marine acoustics and sonar, or the human-threshold of 20µPa used in airborne acoustics? They are 26dB apart. The whale is also probably exploiting (blissfully unawares) its own low frequency for higher range and the nature of the ocean's acoustics, in which density boundaries and the water surface combine to produce a rather lossy, un-tuned acoustic wave-guide.

(It is this waveguide effect and the scattering that gives the ocean the reverberation responsible for giving recorded whale calls the plangency that leads to "New Age" types going all gooey over so-called "songs". The animals themselves merely grunt and whistle.)
