For Excel 2007 it is on the Insert tab of the menu ribbon.
For Excel 2007, go to the Insert ribbon menu and select the chart you want to use. When you click on the chart type, a chart template will appear on your worksheet.

Prior to Office 2007, all Microsoft Office applications used menus instead of a ribbon and tabs. The Insert menu would have had various items on it similar to those that are now found on the Insert tab on the ribbon. So you could insert things like fields, pictures, dates, times, symbols etc.

On older versions of Word, it is in the Edit menu. On versions since Word 2007, it is on the Editing group on the Home ribbon.

You could press the F11 key which will automatically create a chart based on the default settings. You are better to start the Chart Wizard, so that you can choose what kind of chart that you want. You can click on the Insert tab or Insert menu, depending on the version of Excel you have, and start from the options that are there.
There are lots of ways. Go to the Insert Menu and choose Function. Click on the Fx just beside the formula bar, or on the Formulas ribbon.
