Yes. It is the wealthiest, toniest neighborhood in the entire city. In the last 20 to 25 years, the Upper West Side has become almost as ritzy. Often, rent and condo prices on the Upper West Side are even more expensive than on the Upper East Side!

However, the Upper East Side is still the place where "old money" lives. Extremely wealthy and powerful New Yorkers still tend to believe that the Upper East Side is the only neighborhood that is appropriate for people of their status to live.

The Upper East Side IS a neighborhood. It is the wealthiest neighborhood in the city, and has been for a long time. There are other wealthy neighborhoods in the city (mostly in Manhattan, although Brooklyn has become quite gentrified in the last 15 to 20 years), such as the Upper West Side, Gramercy Park, Greenwich Village and the West Village.

The Upper East Side is definitely the wealthiest and most exclusive, though. There is a certain population of upper class families in New York City who firmly believe that the Upper East Side (specifically, on or in between 5th, Madison and Park Avenues) is the only proper place for people of their standing to live in.

However, all of Manhattan's neighborhoods are mixed income. There's no neighborhood that is inhabited only by rich people. If someone lives on the Upper East Side, you can pretty much assume they are not poor, but you can't really assume that they're rich (unless they live on or in between 5th, Madison and Park). As mentioned before, it is definitely the wealthiest and most exclusive neighborhood in the city. The rest of Manhattan's neighborhoods, however, change all the time.

For example, 25 to 30 years ago, the Upper West Side was considered a dangerous neighborhood. It was full of empty lots, crackhouses, and prostitutes. Now it is probably the second-richest neighborhood in the city. However, the housing projects and subsidized housing complexes (where low to middle income people live) remain. So there are housing projects for the poor located right next to, or right across the street from, luxury condos filled with apartments that sell for millions of dollars.

So, in Manhattan, you can't really assume that someone is rich because they live in a "rich" neighborhood. If you're familiar with the city, you can often -- but definitely not always -- tell by the street they live on. For example, if they live between East 59th and East 96th Streets (the Upper East Side) on or in between Park, Madison and especially 5th Avenues, they're most likely rich (and if it's 5th Avenue, they're definitely rich), but if they live between East 59th and East 96th, on or in between Lexington, 3rd, 2nd, 1st, York and East End, they are more likely to be middle to upper-middle income.

And if someone lives between 70th and 80th Streets between Columbus and Amsterdam (the Upper West Side), they are most likely wealthy. If they live on Amsterdam between 86th and 96th (also Upper West Side), they are probably low to middle income.
