The General format takes the numbers the way you type them. It will do things like drop trailing zeroes, so 5.60 would become 5.6 instead, but otherwise it leaves them as they are.
All numbers in Excel are actually decimal values (stored at the lowest level). The default is a best guess of how you typed it. Dates, numbers, etc. Remember - The format doesn't mean much of anything.. what's stored there remains the same.

A label is usually text or it could be a number in a text format, such as having a year as a heading. For text it is typed in normally, and for numbers we put the single quote before it, so Excel does not treat it as being a number.
A number typed in a cell has no formatting of its own. Formatting is determined by the format set for the cell. You may be asking about conditional formatting, but it is difficult to tell from your question.
