It is more appropriate to say that the Vice-President of the United States has as one of his constitutional responsibilities to serve as President of the US Senate.
According to Article II, section 2 of the U.S. Constitution, the President shall nominate, and by and with the Advice and Consent of the Senate, shall appoint Ambassadors, judges and other high ranking officials. The senate holds hearings to determine the suitability of the nominee and confirms the nomination by a majority vote.
The Vice-president of the United States also serves as the President of the Senate. In 2012, Joe Biden holds this office.

A Senator holds office for six years, although they can be continuously elected for their life.
