Sounds like the transmission is in the fell safe mode. That is a safety mode that the transmission goes into to keep the transmission line pressure from blowing the trans. apart when there is an internal problem in the transmission. You will always get a hard shift from 1--2 shift. when this happens. You can save your trans. if you stop driving it now, and get it to a transmission shop. Your check engine light should be on are coming on and off.

check the wires to the speed sensor at the trans at under the dash. if 1 is unhooked the speedometer will not work and it will only shift from 1'st to 2'nd if you manualy shift it, but it will not go any higher than 2'nd. this is a safety feature to prevent odometer tampering.

these are sensors on the outside case of the transmission - on the left side/ drivers side 1 is above the CV halfshaft (axle ) the other is about 5" behind it -- each sensor has 2 wires going into it -- the negative and positive. these things are made of plastic and are easily removed with a socket. I would definitely check to see if your speed sensors are working correctly. If you own a 99 like I do, you should have 2, an input and an output. If one or both of those speed sensors stop working then the RPM gague stops working and the car will not shift.
