The man you're thinking of is Philip. (The New Testament never actually calls him an apostle, but his works fit the definition of the word.)

Acts 8:38-40 - So he commanded the chariot to stand still. And both Philip and the eunuch went down into the water, and he baptized him. Now when they came up out of the water, the Spirit of the Lord caught Philip away, so that the eunuch saw him no more; and he went on his way rejoicing. But Philip was found at Azotus. And passing through, he preached in all the cities till he came to Caesarea. [NKJV]

No. Before his death, Jesus promised that after he left, the Spirit of Truth would come to the apostles and guide them "into all the truth" (John 16:13). Thus, the teachings of the apostles recorded in the later New Testament books are really Jesus' teachings.
