The First Congress created departments in the executive branch for different areas of national policy.
The three departments, namely the Department of State, Department of the Treasury, and Department of War, were set up under the executive branch of government.
Several executive departments were created by Congress including Secretary of the Treasury and Secretary of State. Others were Attorney General and Secretary of War.
Heads of executive departments are nominated by the President subject to the approval of Congress.
They made 3 departments. 1. State Department with Thomas Jefferson. 2. War Department with Henry Knox. And 3. Treasury Department with Alexander Hamilton. :D
It's a form of government check and balances. The legislature is mandated by the constitution to have an oversight on executive departments. Plus, heads of executive departments need to testify before Congress to depend their annual budget. Otherwise, lawmakers will appropriate funding that is less than what the heads wanted for their respective departments.
