Elections are complicated to hold; you have to somehow inform the public about the issues being voted upon, and then set up voting stations, collect the votes and count them accurately, all of which is fairly expensive. It is worth doing every two years, as the US does, to have Congressional elections, and every four years for the combined Congressional and Presidential elections. But if you had to have a general election every time the federal government had to decide anything, that would be grossly impractical and would just cause paralysis.
