EE typically starts out higher (around 5k or so) than IE, but it depends completely on the job. They are vastly different, so you're better off choosing which interests you more. In terms of job outlook, it's a guessing game. A EE can go different places than an IE, so see which interests you more.

electrical engineers pretty much always out-earn the other types of engineering. computer engineering too, but computer engineering is really just a subset of electrical engineering, so it's better to do electrical and leave yourself with more options.

There really is not a "best" in this case. If you are interested in building and maintancing computers, creating programs, maintaining and creating internet networks then computer engineering would be better for you. If you are interested in building, maintaining and analyzing electrical systems then electrical engineering would be better for you.
