you will have to buy a new one and cut off old one and have some one weld it back on if there is no bolt that hold it on most have to be cut and welded back on you might have to got to a muffler shop to have it instaled
The type of welder is dependant on what you want to weld with the machine. Welding heavy steel will take a bigger machine than one that is used for light metal.
