It isn't. It is mostly made out of reinforced concrete. Only the outer top layer is made of soap stone a) because the makers liked it for its durability and b) because it was easy to sculpt.
One can buy soap stone from websites like Soap Stones, Dorado Soap Stones, Black Pearl Soapstone, Sculpt, Green Mountain Soapstone, Shells Pen and Trussel.
