For a family of four in the United States in 2014, the poverty line is $23,850. If your household income is more than that, but less than $35,775, you are considered low income.
There are so many features of underdevelopment. Some of them include poor infrastructure, limited industries, high rate of illiteracy, poverty, unemployment and so much more.

Without electricity the human society goes back to stone age. Almost everything what human does today is with the help of electricity. People who stay with out electricity are either completely backward and in a state poverty or they are saints in Himalaya.
Robert Owen's workers were treated well and he tried very hard to earn their respect, and he only hired people over the age of 10 or 10 years of age, most of his workers were poor and he tried to reduce poverty, he also helped all the ill children by helping them if they were really sick.

There are a section of people who love to live on gratis from the government and/or help from benevolent people of the society. From their viewpoint,poverty is beyond control of human beings.
