Your best bet is to take it to a competent center that has the ability to charge the battery for you. Most auto parts stores can do this. Tell them you want a slow charge, as this is the best and safest charge for the battery. Lastly, invest in a good trickle charger... Battery Tender is the best on the market, and can be had for about $25-$35. It wires into the battery by two simple wires (positive lead to the positive battery terminal, negative lead to a good chassis ground). Then, all you have to do is plug the Tender into the pigtail you just installed, and then into an electrical outlet. The light will be red when charging, solid green when fully charged. There is no need to monitor it, as there is an overload protector that prevents the battery from getting overcharged. You just unplug it when you get ready to ride, and the battery is always fully charged. Furthermore, this prolongs the battery life considerably, which will save you money. Ride safe!

If you are referring to the RF noise suppression condenser sometimes found on car alternators or generators (older cars), the case of the condenser is grounded and the pigtail goes to the positive.

We had continued problems with our fuel pump on our 97 tahoe. Finally a mechanic told us that the wiring had been recalled and it required purchasing a pigtail from the dealer. We bought/installed the new pigtail and haven't had a problem since (a couple of years now)
There is one at the battery on driver side. Look to the left of the battery & you can see the pigtail connection leading to it. There is another purge valve located under driver side of truck just in front of the tank. You should see the pigtail connection leading to it also. It is monted by one bolt to 2 black charcoal canisters.
They come from the factory already set up. You place the CB radio in the compartment (either up top or on the dash), plug in the coax and your power pigtail, and you're ready to go. If it doesn't come with a pigtail, it'll have two posts for power and ground... you can just wrap the bare end of the wire around them and tighten the nut down, but I prefer to install ring terminals on the pigtail.
check for a fuse in the charging system check if your alternator "exciter" wire voltage is good (this should be the positive wire INSIDE the pigtail plug ) if those check out fine you will need to check each wiring system in the vehicle for a "dead" short (positive wire touching the ground) remember on a vehicle the entire metal body of the vehicle is ground
