THe Cuban Adjustment Act was passed in 1966 when Lyndon Johnson was President, providing $1.3 billion of direct financial assistance . Cubans were also made eligible to apply for existing public assistance. Medicare and low-interest college loans. Until the 1980's all Cubans were welcomed as political refugees.
