No US president died while he was making a speech. You may have been thinking of Theodore Roosevelt , who was hit by a bullet just before making a speech. He was running for another term as a third party candidate at the time. The bullet was deflected by the contents of his pockets and did not seriously hurt him.
Bernadette Speach was born in 1948.
President George Washington started that. At the end of his speach/oath, he said, "So help me God". He said this because he knew that leading a country is easy and he knew that he could not do not do it successfully without God's help. And ever since then, presidents always end their speach with that. :)
