Generally when a newly elected president takes office the opposing party will not be politically critical of him or her for about 100 days. This is the so-called "honeymoon period". There is no law mandating it; this is just a custom or courtesy that has developed over our history.

I'm currently writing a paper on this, and it really just depends on the president. Honeymoon periods (also called a president's First Hundred Days) generally give the president higher poll ratings, which increases their bargaining power in Congress. In addition, Congress members and other policymakers generally try not to oppose a new president too much during his first hundred days because they don't know the direction his presidency will take; they can't yet afford to anger him. The power to negotiate is a president's biggest ability (according to noted scholar Richard Neustadt, who is considered the top expert on the American presidency), and essentially the honeymoon period allows the president to negotiate better. So it's up to the individual presidents as far as getting their policy agendas passed is concerned.
