Thomas Jefferson, the third President of the United States, arranged for the U.S. to purchase the Louisiana Territories from Napoleon of France in 1803.
The purchase doubled the size of the United States, giving it both sides of the Mississippi River and the entire Missouri River Valley. The acquisition of the Port of New Orleans was extremely strategic for the security and development of those western territories. In fact, Jefferson's main goal in the negotiations that lead up to the purchase had been to secure that port. Jefferson had doubts about the constitutionality of having the federal government buy new territory, but put them aside.
Robert Livingston and James Monroe arranged the purchase of the Louisiana Territory. They wanted to purchase the port of New Orleans and were surprised when the French offered to sell the entire Louisiana Territory.
