After the purchase was made, Jefferson assigned Lewis and Clark the job of exploring the territory. Congress had to approve the final purchase and arrange to borrow the $15 million purchase price. Most people believed that President Jefferson didn't have the right to make such a purchase, and thus was a largely controversial matter (but aren't we glad he made it :) ).
