A form of protest in which people were urged to not obey the law they considered unjust. But instead of protesting with violence, they were encouraged to peacefully refuse to obey those laws.
People can protest in a dictatorship in the same way that they would protest any other form of government. Typically, a dictatorship has stricter laws prohibiting various types of protest, and therefore protesters would have to violate the law.

In a democracy the people have a choice about who runs the government and if they don't like the people in office they can vote him out, protest policies, and take laws through the court system. In a monarchy the king and Queen are not elected put inherit the throne. The population of the country has no say in laws or how the country is run. If protest happens it is treason and people can loose their life or be sent to prison.
