This depends on framing of the answer. Spanish King Philip II was probably the first absolute monarch in Europe who was able to effectively relegate the nobility to weak political position. However, it was French King Louis XIV who established the complete and absolute subservience of the nobility to the central regime. It was the regime of Louis XIV which was copied throughout Europe, more or less successfully, by other monarchs.
