I think you're referring to JJ Thomson's model. It is more oftenly called the 'plum-pudding model'.
An electron cloud is made up of protons and neutrons.
The charge of an electron cloud is negative. The electron cloud is made up of electrons, and the electrons are negatively charged. The electron cloud will have a negative charge as well.

The atom is made up of a nucleus and an electron cloud. The nucleus contain protons (positive particles, p+) and neutrons (particles of no charge, n0). The electron cloud is made up of orbiting electron which possess a negative charge (e-).
The proton and the neutron make up the nucleus, as the electron orbits the nucleus in the electron cloud.
