Although some owners (generally natural horsemaship trainers) tend to not give their horses rugs to wear because they do not groom they're horses too much in Winter so their winter coat is still in tact to they do not generally need a rug. But do remember that if you're horse has had a absolutely exaugsting workout and their heaving for breath (even though you probably shouldn't of worked them that hard) and has a sweat dont give it freezing cold water and no rug, it could get sick, just give it a thin rug and room temperature water.
