Article One of the U.S. Constitution established the legislative branch. It laid out its powers and duties, described how members will be chosen, and established the House of Representatives and the Senate and general rules.

The vice president is also president of the senate. This means that he can vote in the senate, in the event of a tie. This is a rare occurrence, due to the supermajority rules that senate customs have developed.
According to Article 1 Section 5 of the Constitution : "Each house may determine the Rules of its Proceedings, punish its Members for disorderly Behaviour, and, with the Concurrence of two thirds, expel a Member."
