Dry ice does not contain plasma. Dry ice is solid carbon dioxide, while plasma is an ionized gas where the atoms have lost or gained electrons. Dry ice sublimates directly from a solid to a gas without passing through a liquid phase.

The mist produced by dry ice is actually carbon dioxide gas. When dry ice (solid carbon dioxide) sublimates, it transitions directly from a solid to a gas, creating the cloudy mist effect.
The transition of a substance directly from the solid state to gas (such as dry ice to gas) is called "sublimation".
Dry ice decreases in size, because it is sublimating. This means it is turning from a solid in to a gas. Where as regular ice melts in to a puddle of liquid water, dry ice evaporates in to CO2 gas.
