The meter used to measure preciptation is called a rain gauge. Rain gauges only measure rainfall not preciptation because precipitation includes mostly anything falling from the sky. I do not believe there is one device to measure all types of precipitation. Although I believe there is such a thing as a hail pad to measure hail I am not certain.
From Wikipedia A rain gauge (also known as a udometer or a pluviometer [Pluviograph ] or a cup) is a type of instrument used by meteorologists and hydrologists to gather and measure the amount of liquid precipitation (as opposed to solid precipitation that is measured by a snow gauge) over a set period of time.
An anemometer is used to measure the speed of the wind. The main disadvantage is the distortion of wind speed in relation to precipitation.

No. The instrument used to measure wind speed is an anemometer.
A rain gauge (AKA udometer, pluviometer, ombrometer, and hyetometer) is the instrument used by meteorologists and hydrologists to gather and measure the amount of liquid precipitation over an area in a specific period of time.
