There are a couple of different ways of measuring the "most" train transportation. If you go by the state with the most total kilometres of tracks, the answer is the United States, with 224,792 KM of trackage, more than twice as much as second-place China with 98,000 KM. This is a reflection of the fact that the USA was basically built on the railroad.

On the other hand, if you want to look at the state-run railway with the highest revenue, the most employees, and the most scheduled trains, the answer is India. On its 65,000 KM of tracks, Indian Railways carries 25 million passengers every day to 7,500 stations, and 2.8 million tons of freight daily. In 2011-2012, Indian Railways earned US$19 Billion of revenue and employed 1.3 million people, making it the single largest employer on earth. This is a result of the fact that India's railways were built by the British during its days as a colony, and they remain a much more reliable network for transporting goods and people than the roads. This is combined with the fact that India is still relatively rural compared with some more developed countries, and most residents can't afford to fly.
