well it depends on which part of georgia,washington,and Oklahoma.
but at first I thought Oklahoma. Washingtion state is moderated by the ocean and georgia is also moderated by the ocean a little and is also farther south and warmer because of that. Oklahoma doesnt have the moderating effects of the ocean.
But one can argue that Washingtion state is colder because it gets cold in the eastern and mountainous parts of the state so I actually think that when you consider that, Washingtion is colder than Oklahoma (especially since summers in Oklahoma are MUCH MUCH warmer than in Washingtion State).
