These are called a "little flock" by Jesus, and their number is specificly stated in scripture as 144,000. (Luke 12:32; Revelation 7:4-8; Revelation 14:1-3)We believe that there were unfaithful angels, including Satan, that have been cast out of heaven, and are not permitted to return there. The Bible says that they are confined to the vicinity of the earth, and soon their destruction is to occur. (2 Peter 2:4; Revelation 12:9)The Bible also says that many faithful men such as David and John did not get into heaven. (Acts 2:34; Matthew 11:11) Why would these faithful men not be in heaven? Because the majority of faithful humans will not be in heaven, but they will be on a paradise earth, with it's government in heaven. Christ and his 144,000 kings and priests will rule over earth from heaven, and people will live forever in paradise. (Psalms 37:9-11,29; Matthew 5:5; Revelation 5:10; Revelation 20:6; Revelation 21:3,4) Even those who have died will be resurrected, a few to be part of the 144,000 in heaven, but the vast majority, including the criminal who died beside Jesus on the torture stake, will live here on earth.
