It means that cells form the fundamental units of all living organisms. It was proposed by Matthias Schleiden and Theodor Schwann.
In 1839 Schwann proposed that all organisms are composed of cells. Together with Matthias Schleiden he formulated the cell theory of life. Schwann also discovered the cells, now known as Schwann cells, that form a sheathsurrounding nerve axons and conducted experiments that helped disprovethe theory of spontaneous generation. He coined the word metabolism to define the chemical changes that take place in cells and he demonstrated that yeastorganisms cause fermentationof sugar solutions.

Back then, Robert Hooke found cells from a cork and named it cells. Later on, Matthias Schleiden found cells from plant parts and concluded that all plants are made of cells. Theodor Schwann, after observing many different animal cells, concluded that all animal have cells. Several years later, Rudolf Virchow hypothesized that cells divide to form new cells. Virchow proposed that every living organism has cells. His observations and conclusions and those of others are summarized in the cell theory.
In 1838, Theodor Schwann and Matthias Schleiden were enjoying after-dinner coffee and talking about their studies on cells. It has been suggested that when Schwann heard Schleiden describe plant cells with nuclei, he was struck by the similarity of these plant cells to cells he had observed in animal tissues. The two scientists went immediately to Schwann's lab to look at his slides. Schwann published his book on animal and plant cells (Schwann 1839) the next year, a treatise devoid of acknowledgments of anyone else's contribution, including that of Schleiden (1838). He summarized his observations into three conclusions about cells:The cell is the unit of structure, physiology, and organization in living things.The cell retains a dual existence as a distinct entity and a building block in the construction of organisms.Cells form by free-cell formation, similar to the formation of crystals (spontaneous generation).We know today that the first two tenets are correct, but the third is clearly wrong. The correct interpretation of cell formation by division was finally promoted by others and formally enunciated in Rudolph Virchow's powerful dictum, Omnis cellula e cellula...: "All cells only arise from pre-existing cells".The modern tenets of the Cell Theory include:All known living things are made up of cells.The cell is structural & functional unit of all living things.All cells come from pre-existing cells by division. The cell theory was first publicly expounded by two men -- Mathias Schleiden and Theodor Schwann -- and they proposed that ALL living things were not only MADE of cells but CAME FROM cells. They were the first people to expound internationally what is known today as the ''Cell Theory'' but they were not necessarily the first zoologists or botanists to consider the idea. Quite a few scientists earlier in the 19th century were pretty sure that this was the case, but they kept the idea to themselves, hence Schleiden and Schwann got the credit. The cell theory as they visualized it, contains their contention that the cell is the smallest form of life. That may be true, but they knew nothing of viruses, and their position in the biological world depends on subjective evaluations. Most medical personnel seem to be of the opinion that viruses are alive, whereas the world of biological science does not generally accept this. Viruses are able to do none of the things that living organisms (and cells) do. Personally, I would suggest that viruses belong in a kind of philosophical ''Twilight Zone'' between things that are clearly alive, and things that are clearly not alive. The whole issue is further complicated by the sudden appearance in the world of biological science of the PRION. That is a real,and entirely different problem.
