If you include the Soviet Union as Europe - then the Soviets, the British and the Germans were the most powerful in terms of military and wealth, but the French were not far behind.

If you don't include Russia - than Britain, France and Germany were by far.

Spain had just come out of a civil war, and Italy was devastated from WW1.
