He was an empresario who settled colonists in North Texas.
Stephen F Austin is responsible for the first legal and successful colonization of Texas (second attempt) in 1825. He brought 300 families to Texas and acquired land rights and helped colonize the Texas frontier. Also he helped form the first Texas Militia that would eventually become the Texas Rangers. Ranger history dates this as the founding of their organization.
Stephen F. Austin was the first empresario of Texas.
In the early years of the settlement of Texas, an empresario, Spanish for entrepreneur, was a person who was granted the right to settle on Mexican land in exchange for recruiting and taking responsibility of the new settlers. Moses Austin was a leading American settler of Texas who under Spanish law, was granted a contract to be just such an empresario, receiving his land grant from the Spanish government in 1820. Although he hoped to be the first to establish an English American settlement in Spanish Texas, he died before it came to happen. However, his son, Stephen F. Austin, led that colony to what would become sovereign Mexico. Eventually, those settlers demanded autonomy, and won independence from Mexico, establishing the Republic of Texas.

Most settlers could not speak Spanish and therefore had trouble getting title to their land without an empresario's help. Most of the desirable lands were held by and empresario.
