Tarras is just a school, and a couple of shops, but it is closer to Wanaka than the others you mention. Becks may only have a pub and a shop, but Arrowtown is about 50 000 pop (my guess), and is well established.

Wanaka is a ski area town of varying population, due to seasonal activities. pop - 10 000 to 60 000 depending on season. The nearest villages are Lake Hawea, Albert Town, and Lugate, which are all rather small - high hundreds each. The nearest significant town is Cromwell, of similar size to Wanaka. Queenstown is also nearby, but access is much more difficult because of mountain roads.
