The US was on the SOUTH Vietnamese side. The enemy was the NORTH Vietnamese...two separate countries. The Southerners were non-communist; the Northerners were communists.
Their enemies were basically Japan
While J. Edgar Hoover was the Director of the FBI during the McCarthy era, the actual person urging the US government to identify, prosecute, and persecute Communists and Socialists was Senator Joseph McCarthy.

The United States is not necessarily enemies with anyone at this time, we are just in a conflict in general. No specific countries.
To expel the communists from the country and establish a capitalist government for the countries government.
The allies of the US were Great Britain, free France, Russia and non-communist China. None of the members of the British Commonwealth were enemies . None of the nations occupied by the Germans and Italians were enemies. Switzerland and the Scandinavian countries were not enemies. None of the South American countries were enemies although Argentina was sympathetic to the Germans. None of the French and Dutch possessions were enemies.

The US was still recovering from WW2. The Soviets had just tested their first A-Bomb in 1949. With two countries with the "bomb", both enemies...it was not a time to fight a war.
