The first of the Mid-Atlantic colonies was founded by William Penn in 1682. The Mid-Atlantic colonies consist of New Jersey, Delaware, Pennsylvania, and New York.

I'm not completely sure. But New York is in the Mid Atlantic region, therefore it is one of the Mid Atlantic States. :)
