According to the USGS National Earthquake Center there were no earthquakes between 1974 - 2003 that were larger than magnitude 3.5 in following states:

California and Alaska top the list for the most earthquakes in the US for that period.

Wisconsin and Iowa and possibly Delaware have the least amount of seismic activity in the continental United States according to USGS records. There were no earthquakes between 1974 - 2003 that were larger than magnitude 3.5 in those states.
California, Alaska, and Hawaii top the list for the most earthquakes in the country.
