A transfer of electrons results in an ionic bond. Shared electrons creates a covalent bond. I am not sure what you mean by exchanging electrons. If two atoms were, hypothetically, to exchange electrons, so that they each donate and receive the same number of electrons, so that they now have different electrons than the ones they started with, that would not be a bonding process.
